California Housing & Equity Accelerator

Accelerating Housing and Equity At Scale.

CHEA is an affordable housing program administered by Non-Profit Construction Corporation — built on standard agreements with the nation's largest factory-built and manufactured home producers, giving California jurisdictions a faster, lower-cost path to attainable housing production.

Our Mission

Accelerating Affordable Housing Through Factory-Built Production and Proven Program Frameworks

Reduce the cost and increase access to attainable housing throughout the State of California — for every community and every resident.

California Housing and Equity Accelerator (CHEA) is an affordable housing program administered by Non-Profit Construction Corporation (NPC). CHEA delivers factory-built homes at deeply subsidized cost — while those homes hold California real estate fair market value from the day they are placed. That gap between cost and value is the foundation of real, lasting equity for families who have never had access to it.

For families, CHEA programs create a direct path to homeownership with built-in incentives to pursue it. Starter homes become starter wealth. Generational cycles of poverty and housing instability end when a family owns an appreciating asset on land they control — and NPC administers CHEA to make that outcome achievable at scale.

For local governments, CHEA provides a fundamentally feasible program framework — one that meets RHNA obligations, expands the property tax base, reduces the long-term cost of social services, and delivers measurable housing production without the administrative burden of building a program from scratch.

Why CHEA

An Affordable Housing Program Administered by Non-Profit Construction Corporation

Homes at Attainable Cost, Held at Market Value

CHEA delivers factory-built homes at deeply subsidized cost — while those homes carry California real estate fair market value. That spread is real equity, available from day one of ownership.

A Path to Wealth for Working Families

CHEA programs provide direct incentives to pursue homeownership. Starter homes become starter wealth — and for many families, the beginning of the end of generational housing instability.

Feasible for Local Governments to Execute

CHEA's program framework is designed to be carried out by local governments — meeting RHNA mandates, expanding the property tax base, and reducing long-term social service costs without requiring new administrative infrastructure.

Administered by NPC

Non-Profit Construction Corporation administers CHEA — from standard producer agreements with the nation's largest factory-built home manufacturers to program design, financing, and community delivery.

Legislative Context

The 21st Century Road to Housing Act Changes Everything for Manufactured Housing

  • Updated HUD code standards for energy efficiency and construction quality
  • Expanded GSE financing: Fannie Mae MH Advantage and Freddie Mac CHOICEHome programs
  • California RHNA mandates require affirmative planning for factory-built housing
  • Streamlined titling and installation approval processes under new federal rules

Federal and state legislation is rapidly modernizing the manufactured housing landscape. The 21st Century Road to Housing Act enables communities to utilize factory-built housing for infill projects in urban areas — higher density with a smaller footprint. In rural communities, it removes restrictive barriers so families can build more traditional two-story homes. Companion HUD code updates and expanded GSE financing pathways make this the most favorable policy environment for factory-built housing in a generation.
