Financing Built Around Affordability — Where Financial Wealth Is Attainable
Conventional mortgage products were not designed for factory-built housing programs operating at community scale. CHEA's financing approach, administered by NPC, is built around the realities of manufactured and factory-built home delivery — shorter timelines, subsidized pricing structures, and the need for flexible capital that moves when housing moves.
When NPC establishes a CHEA program with a local jurisdiction, they provide hands-on guidance through every stage of the financing process — connecting participants with mission-aligned lenders, conducting site and property evaluations, performing development cost analysis, and developing strategies to reduce those costs. The goal is to make the financing side of factory-built housing as straightforward as the production side.

Where applicable, CHEA helps participants access CalHFA programs and GSE-backed financing tools — including Fannie Mae MH Advantage and Freddie Mac CHOICEHome — as part of a broader structured financing approach.

Housing Assistance Council
The Housing Assistance Council is a national nonprofit CDFI that has supported rural affordable housing for over 50 years. HAC provides loans, technical assistance, training, and research to help rural communities and organizations build and preserve affordable homes. Their lending programs are specifically designed for the rural communities and small towns where CHEA programs operate.

Rural Community Assistance Corporation
Rural Community Assistance Corporation is a nonprofit CDFI serving rural communities across 13 western states, including California. RCAC provides financing, training, and technical assistance to rural communities, tribes, and nonprofits — with a particular focus on affordable housing, water infrastructure, and community facilities in underserved areas.
