California Housing and Equity Accelerator (CHEA) is an affordable housing program administered by Non-Profit Construction Corporation (NPC). The program was built on a straightforward insight: the fastest, most cost-effective way to expand affordable housing in California is to have a program ready to launch — built with affordability by design. Local governments do not need to immediately seek funding for program implementation. CHEA provides millions in subsidies ready for program intake and public participation.

CHEA was established and is administered by Non-Profit Construction Corporation to close that gap.

The program is grounded in California housing law, RHNA compliance, and the operational realities of factory-built housing deployment.

Unlike traditional consulting firms that deliver recommendations and move on, CHEA is a fully administered program — run by Non-Profit Construction Corporation through standard agreements.

NPC's producer relationships are the foundation of the CHEA model.

West Coast Producer Agreements

The largest factory-built and manufactured home producers on the West Coast have entered agreements to support CHEA program delivery, administered by NPC. Our factory partners attend public engagement forums, presentations, and workshops — and offer factory tours to contracted clients in affordable housing program implementation. Their participation reflects a genuine commitment to the societal challenges CHEA programs are designed to address.

Proprietary Program Frameworks

CHEA's programs are pre-designed, pre-tested frameworks built around affordability by design and administered by NPC. This level of technical assistance and program delivery expands access to financing opportunity pathways for jurisdictions and communities — connecting local governments and residents to resources that would otherwise remain out of reach.

Building Independent Local Capacity

CHEA's goal is not dependency — it's independence. NPC structures two-year agreements so jurisdictions reach operational self-sufficiency within 18 months. Communities that want to continue the partnership can renew, but the aim is always a locally-owned, locally-run framework.

CHEA Program Administrator

Non-Profit Construction Corporation (NPC) is the administrator of CHEA — operating under CHEA standard agreements in El Dorado County and active disaster recovery areas across California. NPC is not a pilot partner; NPC is the organization that runs CHEA.

FHA Families Helping Families Program

Developed and administered by NPC through the CHEA framework, the Families Helping Families program provides two low to moderate income families the ability to partner in homeownership.

Subsidized Manufactured Housing Opportunity Program

The SMHO program is a CHEA standard agreement program administered by NPC that delivers brand-new manufactured homes to low and moderate income families at fully subsidized cost — reducing home costs by as much as $90,000.

As the administrator of CHEA, NPC collects community-level outcome data across their El Dorado County and disaster area deployments — documenting program effectiveness, cost reduction, and household impact as a required component of the CHEA model.

The 21st Century Road to Housing Act is creating the most favorable policy environment for factory-built housing in a generation. The Act enables communities to utilize factory-built housing for infill projects in urban areas — higher density with a smaller footprint. In rural communities, it removes restrictive barriers so families can build more traditional two-story homes. Alongside HUD's ongoing code modernization, California's RHNA reform cycle, and expanded GSE financing programs, the policy landscape has fundamentally shifted in favor of the CHEA model.
